Anyone else been left to fend for themselves when they've bought a misdescribed vehcle via ebay and paypal off a bad seller?

If they know the rules - unfortunately the seller can get the neg removed.

it is up to you, the buyer, to do all the necessary checks and to only pay in cash, once you are sure the car is as described,

you won't get any help from ebay or paypal
