Can't issue refund

A buyer wants a refund so the funds on PayPal are being withheld. I can't seem to use these funds to give the buyer their refund, even though according to eBay, supposedly I can do this at any time.

All refunds need to be made through the resolution centre. EBay will process the refund, in collaboration with PayPal.

If you had told us why the buyer wishes to return this, we could have told you the procedure they should use. If it's a change f mind, the buyer pays for the return. If it isn't as described, you do. In either case, the buyer needs to open the appropriate case in the resolution centre.

Only by making refunds through the correct procedures do you get the selling fee refunded and avoid a defect.

Defects are best avoided as they are a good way of getting banned. Ebay expect no more than two defects per 100 sales 2%, so until you have a lot of sales, even one defect would put you above 2% putting you below standard and not qualifying for any promotional offers.
