I have a buyer making false claims that items missing on 3 separate occasions
I take it that you're asking them to open a case under eBay's money back guarantee, and to return the items received for a full refund? If you're giving partial refunds they probably think they've found a way to get a discount!
If they open a case under eBay's MBG you can try pointing out to eBay that this is the third time they've done this.
However, in the end it's eBay that decides whether you have to refund them. As we all know, eBay generally supports the buyer unless the seller can prove otherwise - which is hard to do for missing items claims.
In any case, this buyer seems to be a candidate for your blocked bidders list!
