Blocking bids

Hi,

i use EBay exclusively on my iPad app. A successful bidder, after winning the item, then contacted me next day to say he was unable to pay. Re-listing wasn’t possible on the same terms (EBay offer of £1 fees had expired) and I was also deprived of the perfectly satisfactory underbidders bids. I now want to block this bidder from bidding on future items. Am I able to do this through my iPad app as I don’t have a PC?
