My account was suspended because of this and now I cannot appeal the decision to give the buyer a refund while my a ccount is suspended but ebay are refusing to reinstate my account.
I have messaged the buyer from a separate account about the fact that they have stolen my laptop and lied about returning it and now they are mocking me because they are getting away with it

What does "stolen your laptop" mean? At a guess, did they open a case through eBay, and eBay refunded them without requiring them to return the laptop? Is this is what happened, I presume that you either didn't reply to the case, or didn't send the buyer a prepaid return label.
If so, the buyer hasn't stolen your laptop. If you didn't send them a prepaid return label, they didn't have to return it. You accepted this in the user agreement.
Or was there some other dispute, for example whether you received it back, or received it back damaged? In any case, I'm afraid the answer is the same.
When you sell on eBay, you give eBay the right to determine all disputes between members, including whether the buyer has to be refunded, and whether they have to return the item. The conditions you have to comply with are set out in eBay's money back guarantee. You also agreed to accept their decisions. If you didn't realise this, you can't have read eBay's user agreement properly.
