Pixels are the dots that make up the picture. The higher the resolution, the more pixels per square cm, and hence the bigger the file size is.
For eBay it is to do with the file size, but I don't know enough about the iPad to tell you how to find the size of a picture.
What you need to do is search the Itunes store for a free picture editing app and download it. Most editing apps should give you the option to resize, and most should give you the option to resize by a percentage. I would suggest trying 80%, see if that does the job, if not try 70% etc. until you find what works

i prefer facebook as i can allow only the people i want to view what i am saying or pictures i post.
this place has always bee open to the world, and i think that the lurkers far outnumber those posting
the modding has got worse over the last 10 yrs , they move threads to where they think the answers will arrive
the old groups used to be fun too, nowadays there arent the people unbanned to populate them
which is sad, and maybe an indictment of the sites as a whole
there are fewer buyers and even sellers are struggling to sell the same amounts of items they have, thats without ebay's constant tinkering with things
