How can I raise a dispute on older order?

I ordered an electrical object towards the beginning of the year which only recently got unpacked and switched on. This is why we were not aware there was a problem with it until months after the purchase. It is a lamp with multiple LEDS a large portion  of which is not working. Clearly the object is faulty. 

By the way the object leaflet says it has a year's warranty. 

I have contacted the seller in order to get a replacement. I would have been happy to send back the faulty object for a refund as well.  But they are not helping me progress this, only asking me for vidoes of my installation process which is ridiculous, as the lamp only needs to be plugged in ad turned on by it's switch. Anyway I have sent the seller pictures and videos, but have not heard back from them.

By the tone of their messages they are stalling without directly telling me anything. I find this very unhelpful and even deceitful. I do not think they are an honest person and I wish to be able to tell other users about my experience by fairly rating the seller and telling this story, disclosing their messages to me, etc. However, I cannot do it from either the app or the website. What is more there is no way for me to contact eBay customer service to tell them about this. I looked for many ways to raise a dispute and there anre none. This is very unhelpful from eBay's side. There must be a way of reviewing the items or sellers even if you do not wish to do this imeddiately after receiving a purchased item (sometimes presents do not get opened very quickly and overall there are many situations in which people cannot truly assess if an object is faulty unless they start using it and use it for a while).

 

Just to mention that with Amazon I have never had such issues and have always had very prompt communication from their Customer Service - by phone directly on many occasions. Also all the problems I have experienced have been resolved very quickly and painlessly for everyone involved.  If I get no help on this issue I will stop using eBay altogether, as it is not worth it.

eBay's deadline for claims is 30 days from date of deilvery so you can't go anything there but try contacting your payment provider, eg. if you used Paypal you may still be able to open a "not received" case with them.

I am having a similiar issue with a mobile screen replacement. I am not a technician so I can't determine if a sold part is faulty or not . I have to wait until a phone repairer looks at the part and tests it. This can be outside the 30 day return limit. In my case I asked for a replacement immediately and the seller put me off. I feel the seller warranty is still in place, as I asked for an immediate replacement.

 

My other concern with Ebay is the deteriation in quality of items on their system. Particulary with electonic parts, its easier for a seller to knowingly post defective items for sale and get away with it, with the 'out of 30 day return' line. Their is no opportunuty or guarantee the items are working until items are tested after receipt.

 

My take away is now to deal with high street sellers for my electronic repairs. It might cost more buy as a buyer I have more control over the transaction.
