I put my bicycle on sales (auction) but the money paid by the buyer wasn't the amount I put on the total prize. So now I have to send the item to the buyer but I do not agree with the buyer's payment. Ebay put the funds on hold so what do I do? How can I refund the buyer his money even I thought I haven't received anything or do I not do anything and the moment will go back to the buyer automatically?

A buyer cannot pay less than the invoice total eBay send them.

So what now, I cannot across the amount he paid because it's too little, is ebay going to give him back his money as it still on hold?

EBay now pays you the amount paid by the buyer less eBay's fees I believe. In the past they paid the full amount and collected their fees later. The item sold for £280 odd + postage and eBay's fees would be about £40.
As you are a new seller the funds will be held until you can show delivery.
You cannot postpone sending I'm afraid. If you do delay the buyer will - no doubt - open a non-receipt case to get his money back. If you deal with that correctly you will get a fee credit but the buyer may well leave [justified] negative feedback.

Your item sold in auction . Did you by chance also add a Buy it Now Price, that being the price you wanted?
The Buy it Now is not a reserve it's there for anyone before any bids are placed, to buy it straight away not wishing to wait for an auction to finish, but, once a bid is placed, that Buy it Now disappears, and the sale runs on in auction style only, in fairness to the other bidders.

eBay cannot force you to send the item, but it's very bad selling if you don't you would pay a seller fee and gain a damaging defect on your account.
Should you go ahead and not sell , the buyer will open a case for item not received, and as the money is on hold and not available to make any refund, your back up source will be used, which is usually your bank account to make the refund, once made and case closed, money on hold will be released to you.

Well there is there is nothing I can do about the money because I don't have money on my back up account so can't ebay refund the money back to him as it on hold by them?

Really? Why not? If you do not you will probably get negative feedback and as @tressygirl says a defect on your account.

I'm really sorry @cynmartin-75 but that's not how eBay's Managed Payments work.
We as sellers, when we sign up for selling on eBay , agree to a back up method, usually a bank account , to be used, if there is no money in the Available section of your Payment Summary.

Your buyer has won the auction in good faith they paid , and expect their item.
The choices are , you send the bike to the winning bidder, or await a non delivery and claim from the buyer they have not received their item, and require a full refund.
You will need to find that money to refund them, it will be taken out of your back up source, probably your bank account. When the refund is made, the hold money is released.

The reasons for cancelling are for Out of Stock, Buyer Requests to cancel and Issue with Buyer's address reasons.
You have to select one of those, for which of course none apply because cancellation requires a Buyer's acceptance for seller fees to be refunded and seller performance not affected.
You can cancel the order, select one of the above be prepared for bad feedback, a seller fee to pay and that damaging defect.
End of the day cancelling will still require a refund to the buyer who has paid, and if the money is not in your available section of your Payment Summary, as per eBay's MBG agreement it will be taken from your back up source. When the cancellation has completed with the refund, money from hold is then released.

I'm probably missing something but - as I understand it - the buyer won an auction and paid. The money - less ebay fees - is held to your account but is perfectly safe and just waiting for you to despatch.
But you say "you cannot send" despite the fact that your buyer is waiting for it. Did you not understand that eBay charges fees? As @tressygirl asks did you also use a higher "buy it now" figure which disappears when a bid is made?
As everyone says you really should simply complete the sale even if you made some sort of mistake.
I am afraid that eBay will - indeed - chase you using debt collectors if you do owe them for refunds or fees. It may seem harsh but they run their business as they provide in their rules. They do not make exceptions.

The Buy it Now is as I have explained, is Not a Reserve.
It's a price for anyone who wishes to buy your item if there are no bids, to buy, for that Buy it Now price.
When you receive a bid, that Buy it Now price disappears, the sale runs on in auction style ONLY in fairness to the other bidders, the Buy it now disappears.
When you list an item in auction format you Must list it starting at the lowest price you are happy to receive, it Cannot sell for less.
