0% VAT on invoices for international buyers

Hello, I hope someone might advise.

As for the last couple days there is no VAT added to international buyer invoices (USA, Canada).

Has something changed? I was always able to print invoice and see that buyer has paid VAT or Sales Tax on their purchase.

Some States do not have sales tax (VAT). It looks like eBay should have collected 5% for Canada.
