ebay scammer leaving bad feedback for every buyer .

all they do is buy ,then leave negative feedback for the item and claim it did not arrive ect ,reported to ebay multiple times but they are still alowed on the site ?  how is this possible ?

The seller can win an "item not received" case by providing tracking that shows delivery to the buyer's address. Once the case has been won, the seller can get the feedback removed. Then report the buyer for abuse of the money back guarantee process.

Guest purchases are not eligible for feedback, this has nothing to do with guest purchases.
