Weird buying confirmation email from ebay

Does anyone know why I've received an email confirming a bid with this VAT comment?

Well it's either because the seller is outside the UK,  or it's the long running eBay glitch they they can't/won't fix, that tells you VAT will apply when it shouldn't and then doesn't charge it at checkout.
