Unable to bid on French listed item

I live in the UK. I am trying to bid on an item in France.

The seller states that he/she will ship to the UK and asks buyers to make contact in advance.  When I try to do this I get a message that asks me to fill in my details as shown before I can send a message:

Renseigner les informations de votre compte

Pour continuer, nous avons besoin de vos coordonnées.

This is in French.  When I try to enter a UK address, etc. it is immediately removed and clearly will only accept a French address and details.  I have spent 3 days trying to solve this problem.  I have bought items in France before but not for a year or so.  I did encounter this problem trying to buy an item from Italy over a year ago.  That item is still listed but I am unable to buy it.  It is frustrating and ridiculous.

Hopefully someone can give me guidance.

No.
The listing asks for US and European buyers to make contact IF they want to know the shipping cost in advance.  That proves that the seller will ship abroad.
I am trying to buy on old booklet weighing very little so weight is not an issue here.
I have now been told that there is a glitch in the ebay system and the specific department has been notified......  That was yesterday.
I have been trying to buy another booklet from an Italian seller.   Same problem.  I have been trying for two years but have given up.  If the French problem can be fixed, I would think that the Italian one can too.
I have bought quite an number of books from France but none that recently.  When I complained before, they told me that the seller did not want to sell to foreigner but would not let me check.  I used to be able to ask the seller, whether they would sell abroad.  All said yes!

Are you willing to give the item number - as another member asked?

I've never experienced the problem, so can't try to help without trying it.

Can you ask a question to the seller choosing an option not about postage and write your address?

You have been told it's a glitch - but sometimes there is more than one way to do things on ebay, and one way works but not the other(s).

This is a different listing BUT exactly the same thing happens when I try to buy it.

That shows me UK postage, without asking/having to do anything "different".

I can add to basket and checkout to the last bit before paying.
