Carrier refused to ship item forward

item being sent from USA to  UK, it's  a metal watch bracelet, through eBay international shipping. Item has been in glendale heights nearly a week and tracking update now says "Carrier refused to ship item forward". I really want the item as it matches my watch, and can't find one anywhere else. No reply from seller to my questions, what can I do?

Glendale Heights USA is a Global Shipping Program hub. When you bought from the American seller they used eBays GSP. Do you know how this works? Items go to a GSP hub where they are unpacked, checked, and repacked before being sent on. Something must have been wrong for eBay to stop the sale going forward. Have you tried asking eBay directly about what happened?

All I could find was the chat bot, which was useless in this case, could see no way of contacting ebay directly as the estimated delivery date is not yet reached, can you point me in the right direction?

have managed to speak to someone, but look like it might have to wait 16 days for the estimated delivery date before they will open a case. tThanks for your help, at least we have ome progress
