Payment recovery

You have sent an email to 'recover' £19.99 I don't understand this as there are 3 payment methods in place all with sufficient funds, can you explain please, many thanks Andy

You are not speaking to eBay here,  but to other members like yourself.

 

If the fee ( Classified listing for a car perhaps?)  is not being taken from  your registered back up source,  usually your bank account, first check those details are correctly added here:

If all seems in order,  and there is still demand to pay,  contact eBay Customer Services,  who do have access to your account and can help settle this fee payment for you.

 

This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open 8 a.m. - 10 p.m. on weekdays

I recommend contacting CS first thing in the morning as there's more chance of Dublin answering.
