I purchased a Tag Heuer watch for $1,100, ten days ago and found out that it’s a counterfeit. I reported it to eBay, then filed a dispute with PayPal.
I reported the seller’s listing, but, within minutes eBay replied - “We looked into your report and didn’t find the listing to be in violation of our policy. This determination was made using automation or artificial intelligence.”
What’s wrong with eBay?

these are the UK boards and you are in United States, best log into your designated site - https://www.ebay.com/
However the usual norm is that once you get PayPal involved eBay won't get involved.

Always use an eBay dispute first as if you lose that you can go to Paypal but not the other way round

There is nothing wrong with the way ebay operates the money back guarantee when there are issues with a delivered item as long as buyers follow the rules.
Reporting a seller through a listing is not how the money back guarantee works.

I first disputed wirh eBay, and disputed with Paypal the next day. I didn’t realize that eBay would cancel the dispute. It’s all on me, the offer was too good to be true.
I reported the listing so the selller won’t scam other victims.

Update: The PayPal dispute was ruled in my favor. I shipped out the watch today and should get my refund hopefully soon.
PayPal had also limited the Seller account during the process, and all the eBay listings have been removed.

The whole reporting system is broken on eBay, I can understand why it doesn't instantly remove listings as 1 unhappy buyer can report and get a seller removed but when presented with enough evidence to sink a ship eBay still don't actually look into the report, we are told humans do check them sometimes but if they do eBay just go sorry we cant be sure they are doing this or they are a business even if they have 500 brand new dresses of all different sizes and have sold 10k items. With Fake items they need a Vero from the brand or for the seller to fail multiple authentication. Best you can do is leave appropriate feedback and hope the next buyer looks and scrolls onto another listing.
I'm sure the report button is just there to tick a box for some online law but eBay do very little once its been pressed.
