If a seller has made me a conter offer and it expires at a certain time is the seller allowed to sell the item to someone else before i have had a chance to accept the counter offer before it expires?
I had an offer which expires today but gone to accept and item is no longer available🤷🏻♂️

Offers are valid usually for 4 days, as explained above the item stays for sale, because before that ruling, items were removed when offers were made, and sometimes sellers found there was no payment, so removed for no good reason.
Now, an offer is sent but needs to be accepted asap, because if there is no immediate payment, it is still then on offer to the first available buyer who wishes to pay the full price as shown on the Buy it Now , on the listing.

Yes. Items with offers are now not removed from sale until paid for.

eBay sometimes sends out multiple offers simultaneously so it's first come, first served.

Yes, when a seller sends you an offer, the seller can still accept someone else's offer or someone else can Buy It Now. On an auction, someone else can still bid. And a seller can send an offer to more than one buyer, for a single item at the same time.
If you want it, you have to accept the offer, and in most cases also pay for it to make it yours.
