I ordered some comics from a seller and after a wait was refunded with the reason that they were out of stock/damaged. No personal message or apology just a reason from a drop-down list.
I wanted to leave negative feedback but there doesn't seem an option to now.
Profile still seems to be active but not listing anything and I think they had other items before as I remember searched their listings for similar comics.

Feedback FAQs say:
You must have had your account for at least 5 days to be able to leave feedback.
So try again in September. Yes, you can leave feedback for Cancelled Orders as long as they weren't cancelled because of your non-payment.

I've had the account it happened on since 2004. It's not this one.
