I am buying an item from USA. I sent an offer for an item listed at $199.99 for $150. The buyer accepted my offer, but when I went to pay in the review order section the price jumped up to $180.01. Why is this? I cannot pay the $180 price, I am confused why the price goes up. the postage for the item is $29.88, the duties for the item is $44.04 and on top of that they added like another $30? Any reason why?

Doesn't it say on the invoice what the £30.00 addition is for?
If not explained, contact the Seller to ask.

It doesn't explain the charge, it just goes from $150 at the offer accepted screen to $180 at the payment screen. The postage and duties are explained but not the jump in item price.

On the Postage Section - Press 'See Details' the 'Drop Down Menu of Postage & Payments' explain the Taxes - VAT.

As others have stated it is VAT.
Ebay are required to collect VAT on overseas items with a value of £135 or less. For items over £135 Import Duty and VAT are collected on importation by the carrier instead or collected upfront if the item is being sent using the eBay International Shipping program.
The complication here is that the original listed price of $199.99 is around £147 which is over the £135 threshold whereas the offer price of $150 is around £110 which is under the threshold.
The addition of VAT is, therefore, correct. However, that means that there shouldn't now be any additional duties to pay as the value is under the £135 threshold for Import Duty.
Are you definitely being charged the $44.04 aswell? That figure looks to be based on the original listed price of $199.99.

I am in the UK and was sent an offer on something from the States and the offer looked really good as I'd been watching this item for a while and it was a one off. I went to the checkout page to see what I would be paying and after shipping, buyer protection and clicking on the box to pay the VAT/Customs up front it really wasn't worth it as I would have been paying way more than the original price. Not only that but I had to do a manual currency conversion with a calculator as the checkout page was purely in Dollars!
I had to just delete the item from my watch list as, even with a good offer from the seller, the price was ridiculous so now I don't buy from the States if I can help it. Thanks eBay!!!!
