why can i not pay directly with my visa card ? ebay is forcing me to use paypal?

If you card is registered with Paypal and has more than 6 months validity,  then you can use it through Paypal checkout.

You will then have paid with your card,  Paypal just process that payment.

You can't exclude PayPal they process all Card Payments.
