Everything you need to know about using Ebay is in the Help pages with their integral search (links at top and foot of any page). And everything you need to know about what to do when an item doesn't arrive within a reasonable timeframe, or arrives damaged, faulty, or not as described, is in the Money Back Guarantee (on every listing, and in various other places across the site).
In the unlikely event that you can't find what you're looking for on-site, it will almost certainly be because it's something Ebay can't help you with. But if you're unsure, ask here, and someone will be happy to advise.
