On the refund you received, there may be a Refund Link just as with normal Paypal Payments, if not you can send a Paypal Payment (use family and friends), or ask the Seller to send you a request for payment.
By using family and friends it will save the seller being caught with more fees as he will already have paid Paypal fees once and they do not refund when he refunded you.
