ebay cancelled my order but didn't stop my payment to PayPal

Hi I paid for an iPhone on ebay on 13.02.20. The order was subsequently cancelled by ebay ("to protect the buyer") but for some reason my payment through PayPal wasn't cancelled - it just doesn't make sense. No tracking information was uploaded and the item never arrived. I obviously didn't expect the item because the order had been cancelled. Due to Covid and the fact that the item had been cancelled, I only realised a few days ago that the payment had gone through PayPal regardless. I opened up a case with PayPal which was immediately dismissed, and I got the same explanation on the phone today too. Consequently I'm out of pocket £203.90 through no doing of my own. This cancellation was instigated by ebay and there was an obligation on their behalf to me as the buyer to cancel the charge to PayPal too. If ebay hadn't have interfered in my order I would have had the opportunity to request a refund when the item never arrived, but that opportunity was denied me!
I have tried to claim my money back from ebay and PayPal but it's being declined as it's outside the 180 days. However this situation is an exception to that chargeback rule as my order was intervened by ebay and my payment should have been cancelled as well. So ebay have landed me in this situation and I'm subsequently out of pocket which is not at all fair under this circumstance. I have been scammed by an ebay seller and due to ebay and PayPal I've lost my money. The seller has since been removed from ebay. however ebay surely took their percentage on the sale of the phone I paid for but never received, and presumably PayPal have also taken their percentage on my cancelled order.
My bank are unable to help as I paid with my debit card so it's a direct debit transaction not a credit card transaction, they believe I have a strong case to have my money refunded by PayPal who took it regardless of the cancelled order.
I would appreciate your help with this. It has become so stressful and I've have tried my best to sort it out to no avail.

Are dates correct?

You say 13.02.20 did you mean 2021.

If so you open paypal case for not received, escalate after 2 days,

If it was 2020, then you had 180 days to open paypal case, why wait 12 months?
