Unable to get a refund being held by seller.

Purchased a Thetford caravan fridge element. The item was the wrong size. It was retuned and signed and signed for5/5/20. However the seller now claims not to be able to refund me due to him not being able to acess Pypal then he said my Ebay account was suspended. Now he says my payment is on hold  no further information from him. He says its my problem and that I need to sort it out .Why. I have attempted all routes that I know to contact both Paypal and Ebay no response from either. wHAT DO I DO NEXT SMALL CLAIMS COURT and then leave Ebay and use Amazon.

The one thing that you do not say is whether you actually used the eBay money back guarantee.

You do not deal with the seller.  You go to the resolution centre [link below] and open a case. 

The seller sends you a label and you return it. The seller refunds you through the case.  If he does not you "escalate" the case to eBay after 8 full days and eBay becomes cross with the seller and refunds you.  

If you sent the item back by recorded delivery [please tell me that you did] you may be able to open a case now with either eBay or Paypal. If you use Paypal then escalate after just 2 days. 

If you did not open a case then - rather obviously perhaps - there is nothing you can do through eBay.   All problems must be dealt with through the resolution centre; do-it-yourself methods do not work
