Seller threatening to refuse to accept outcome of bid if doesnt reach a certain price

Hi everyone so im in a bid which ends in 22 minutes, sorry for late notice for help the problems only just arose

Basically the seller has messaged me threatening that if the bid doesnt go over a certain ammount he wont accept the bids.

I understand that if he does this i would get a refund, however seeing as hes using this a s a threat to try make people bid more is there not a way he could be held accountable to ship the item to the winner of the bid regardless of whether hes happy with the

price?

he cannot be forced to send the item

he can only be forced to refund

If you win, pay ASAP, if he refunds will still be stuck with paypal fees.
