Seller refuses refund after sending item missing a piece - What to do?

Hi everyone,

I just bought an eGPU enclosure and it came with a missing part, the PCI-E slot cover.

I contacted the seller and he offered a £2 refund which I declined as I prefer having a total refund, now the seller is claiming that he won't refund as he does not accept refund and claims that "is what is shown in the pictures".

I initiated the return as "Missing parts or pieces".

What options do I have, can the seller actually get away with selling an item with a missing part?

the pictures form part of the description,

if the part wasn't showing in the pictures you should have checked with the seller whether it was included
