Hi everyone,
I just bought an eGPU enclosure and it came with a missing part, the PCI-E slot cover.
I contacted the seller and he offered a £2 refund which I declined as I prefer having a total refund, now the seller is claiming that he won't refund as he does not accept refund and claims that "is what is shown in the pictures".
I initiated the return as "Missing parts or pieces".
What options do I have, can the seller actually get away with selling an item with a missing part?

You appear to have done the right thing, that is open a Not As Described Return (missing pieces).
Seller is talking a load of rubbish, his no returns does not cover sending out incomplete items.
Having opened the case the seller should now provide a reply paid return label, you use it to return and on receipt seller refunds.
If as seems likely he does nothing then after 8 days, in the case (resolution centre at foot of page) the option to escalate should appear and you ask ebay to take over.
Seller then finds that ebay supply a return label at his expense, or they may just refund and not ask you to return. Seller gets a defect and no refund of the selling fee.

When you eventually get a refund consider whether you should leave negative feedback for the sellers unhelpful attitude.

if the part wasn't showing in the pictures you should have checked with the seller whether it was included
