What to do when Seller refused to admit sending different item to customer although pictures provided and that EBAY doesn't step in ?
You don't need to send pictures and ebay cannot get involved unless you open a case of Not As Described within the time allowed, then after 8 days you can ask ebay to step in.
Unless you use the correct procedure, it does help if you read the Money Back Guarantee which ebay put on EVERY listing, top right, and give information on dates and what you have done or as I expect what you have not done it is impossible to give advice.
It does not matter as to what seller "admits". You do not contact the seller. If you are within 30 days of delivery then all you do [no sending photos] is open a case in the resolution centre [link below] for "not as described". That notifies the seller and eBay.
Then the seller sends you a label to send the item back at his cost. If he does not [do not discuss this with the seller] then on day 9 escalate the case to eBay for a refund.
You must use a case every time.
If you have wasted time and are past the 30 days then go to your paypal account and find the transaction. Open a case from there and escalate after 2 days

Did you open a case under eBay's money back guarantee, and did you escalate it for eBay to step in? If you didn't, the case will time out, and close.
There may be further things you can do, but without any dates or knowing what you've already done it's hard to advise you.
