I bought a laminator that failed to work and asked for a refund. The seller accepted and refunded the full price. I printed a return label and sent the faulty item back. About a month later the laminator came back to me with a sticker indicating that the post was unable to deliver the item and the recipient faild to collect it from the mail office.
Can anyone advise, who does it belong to and am I free to simply dump it?

No, you can't just dump it. Let the seller know you have it, and that you will return it as soon as he supplies you with a prepaid shipping label. He can buy one from his chosen carrier online, and email it to you. Tell him that unless you receive the label within 30 days, you will dispose of the item as you see fit, as you will then be legally entitled to do.
