Seller agreed for a refund,item sent back, no refund coming forward

I bought an item that was wrongly described, I had a debate with seller till I showed them the difference between what they described in the listing andi and what the newer model looked like. The would not accept it was the wrong verson ieven though the new verison had 'Alexe;' built. Eventually the seller agreed a refund, I printed out the ebay laebl, it has been tracked as delivered. Now the seller saying its at a neighbours address and they can't get it, with no refund coming forward. They are asking me to phone the Post Office as they can't help....How do I know proceed.

Escalate, all ebay want to see is proof of delivery. Where the item is, is not your problem it is the sellers problem.

 

What ever doescte seller mean by phone the Post Office.Doesn't he know that it is Royal mail who deliver NOT the PO. He can take up with his loca delivery office, they are who say it has been delivered and that is good enough for ebay.
