Scammed transaction went into a hacked account

Yesterday I purchased an item and was informed by eBay that due to concerns the item was removed from the site. I contacted an employee through live chat and was told that the amount paid would be refunded in full. I paid with my debit card and when I checked my online banking the transaction was no longer pending and had entered the paypal linked with the sellers hacked account. Seeing as the money is no longer pending I am unsure as to whether there is anything eBay can do to refund me my money?

I think that as usual you were misinformed. I doubt very much that you will get a refund unless you deal with it yourself. If the item is not showing in your purchases, you will need to open a Paypal Not Received Case and Escalate after 2 days but by day day 20 to get a refund. If showing in your purchases open an Ebay Not Received Case to get a refund.

Either the Ebay CS agent needs retraining, or you misunderstood what they said.

The item being removed from the site doesn't mean you won't receive it. It just means that it breached Ebay's rules in some way. So it will likely still arrive. But if it hasn't arrived within a few days of the delivery estimate on the order, open an Item Not Received case from the transaction on your Purchase History page. If you find you can't open one on Ebay (unlikely), open one in PayPal. If you paid with your debit card through PayPal, that option will be available to you - check the payment confirmation email you received.

(Buyers can't cancel orders, by the way, for obvious reasons. They can only request cancellation with the seller. The cancellation itself has to be actioned by the seller. And it is only UK business sellers who have to accept cancellations - international and private sellers do not.)
