I bought a tire from a seller in texas i didn't realize it was a pick up item with no shipping until after i bought it i live in oregon and obviously just cant go pick it up.. Ive messaged seller 4 times for a refund no responses? What do i do?

You are in the US and on the UK boards.
Sign out of ebay.co.uk and then into ebay.com for the US
If the seller is not responding and you have not paid I guess they will open a non payment dispute
That is what would happen here but you need to ask your question on the US boards
