Paid with debit card, can i still get a refund?

Hi, recently purcahsed an xbox controller off a seller 2 weeks ago, never recieved it, turns out it was fraudalent, i paid with my debit card, have been in contact with ebay over this, keep telling me to go through paypal to open a case up, i cant as i dont have paypal and when i try going through that it tells me i have no transactions. Its only 18 euro but thats not the point, the seller scammed alot of buyers with this item. Bought through ebay.ie. Recieved a message from ebay saying the item was removed. Any advice?

This is the problem im having, paid with credit card, given two options to pay with, paypal or credit card, chose credit card. I keep been re directed here from customer service from ebay.ie. No help from them whatsover

You're in Ireland, and this is the UK site. Log out and back into ebay.ie or ebay.com, and use the Help pages and forums over there to ensure you receive information that's pertinent to Ireland and the Irish Ebay site. We can only provide information that relates to UK law and the UK Ebay site.

As long as you paid via ebay checkout paypal process debit card, so you can open case with paypal,

make sure you escalate case 2 - 20 days after opening.

You say you paid with your debit card. 

You also say you don't have PayPal so how did you pay.
