I ordered an item which was dispatched on the 28th of March with a nominal delivery date of the 3rd of April and a note from the seller saying it could be up to 15 days, which is understandable given the current situation. It's now been 25 days and at this point I'm almost certain the seller has either not sent it at all or lied about where it's coming from (they said it was coming from Jersey, but this kind of timeframe is more in line with parcels coming from China). A couple of days ago I opened a resolution request selecting the option for "I want the item" instead of a refund and just telling the seller that it hasn't arrived and asking if they had any tracking info or knew what the situation might be. They have asked me to wait for another 5 days and then contact them again.
I don't have very much experience using eBay and am wary of ending up without the item and not being able to get my money back. Waiting this amount of time before doing anything will mean that it will have been more than 30 days since the item was dispatched - do I risk my case for a refund by doing so?

I dont know, but if it does time out on ebay you have Pay Pal as your next option.
