Please advise how I obtain a refund. More importantly , why was I charged after eBay removed the item from listing ?

That doesn't mean the item won't arrive. I expect the listing got caught up in the sweeps Ebay is doing to rid the site of profiteers, price-gougers, and illegally-trading sellers.  But if it hasn't arrived by, say, a week after the last delivery estimate on the order, open an Item Not Received case.  Read Ebay's 30-day Money Back Guarantee for details. It's on every listing and in various other places across the site. If you find you can't open one on Ebay, open one in PayPal.

Not sure what you mean by 'why were you charged'...? You weren't charged anything. You made a payment direct to the seller for an item you ordered. Ebay can't reverse that payment if that's what you were expecting, because they have no involvement in the payment process. Your payment went direct from your PayPal account or card to the seller's PayPal account, via PayPal. And even if Ebay was involved in the payment process, they couldn't just reverse the payment as they item may be on its way, as I stated above.

My main grudge stemmed from the fact that eBay had identified a problem with the Seller and subsequently removed the item from the listing. As a relative newcomer to eBay I automatically assumed that payment for such a withdrawn item would not proceed. I acknowledge the existence of two distinct entities in eBay and Pay Pal but anticipated an automatic stop on payment for such a removed item.
eBay have refunded me the full amount as I would expect but I have to wonder if the refund would automatically be processed in cases like this or does the onus remain with the Buyer to monitor accordingly ?
