I cant place bids/offers

I was told I could not place bids/offers with eBay and that I needed to verify myself with a pin I get when they call me, so I pressed the link and went to the page for them to call me, but they said they were having technical issues when I pressed the "call me" button, I tried this several times yesterday, I checked to make sure my phone had credit, I even tried it on a different browser or from my phone to no avail, so I left it and tried again today thinking maybe the service is just down, only to be told that "Sorry, you have exceeded the number of allowable phone call or PIN-entry attempts. Please try again later." What is happening and how can I just use my eBay to bid and make offers without being told I need to do something that either isn't working or it won't let me do.
