How do i ask ebay to step in. I cannot find the ask ebay to step in in the drop down box in more actions

The option to escalate a case to ebay only appears 3 working days after you started it, and up to 30 days.  

Case Details > Respond to Case > Escalate This Case > Submit.

Wait to more than 4 days because ebay's systems are not very accurate. If you still can't escalate contact ebay's live chat at the very bottom of this:

That option isn't in the More Actions dropdown. You can't ask Ebay to step in unless you've opened a case or return request that the seller hasn't responded to within the timeframe they're allowed. The seller has to first be given the chance to deal with whatever your issue is.

Step in to what, you have to do your bit first, that is open a case.Then only if seller does not respond can you ask ebay to step in.

You are expected to give the seller the option of dealing with a problem first. Have you thought of reading the Money Back Guarantee?
