It is not for you to do this.

Some sellers will have their payments held for 21 days as an anti scam measure.They can check this by clicking Help&Contact top of ebay page and entering Hold in the search bar.
They can also check if paypal says to send now.

Often the pending status is because they have not put their Paypal email address on the listing, ebay autofills the ebay address instead.

To correct this they need to add the ebay email into their Paypal list of email addresses then the money will come through. (Cog icon/Account/ Plus sign-enter address /save)

If it all gets too much go to your Paypal and see if you can reclaim the payment and ask them to cancel the sale.
