Cannot access the resolution centre to report an issue of an unreceived item, so no buyer protection

If I cannot report anything to the resolution centre then I have no buyer protection recourse? Buyers are buying and they don't know this or are not being made aware of it?

Have you looked in MORE ACTIONS > I have not received my item?

 

Is your item past the expected delivery date, you cannot open a Not Received Case until then.

 

Resolution Centre opens ok for me!!
