Can a seller block me from sending offers?

I sent an offer to a seller for an item, and ebay informed me that it had been rejected. I went to put another offer for the item, but it just says "Sorry samallen43, ***has turned down your offer of £8.00. Make another offer before the item ends" without an option to send another offer or to buy it. 

Has the seller blocked me or something? The listing is still visible but with no options to buy it.

most sellers block people who make stupid low offers

It was up for £10 and I offered £8, it wasn't anything unreasonable

If someone made a bid, then all offer options disappear.

Yeah thanks that makes sense, I think what's happened is that after declining my offer he's sold it, it just isn't clear from the interface that that's what has happened.
