First of all click on the Help & Contact link shown at both the top and the bottom of this page.  Unfortunately eBay have messed things up again, thus making the process of contacting them far more complicated than it ought to be, but in order to get around the problem go to the part of the page with multiple options beneath the sentence that says "What can we help you with today?  Please select one" and click on the option that says "Get Help With An Item That Hasn't Arrived."  Once the next page loads up scroll right down to the bottom of the page and click on the option on the left of the page that says "Have Us Call You."  An eBay representative ought to call you back shortly afterwards, so make sure that you have the item listing number to hand, as you will need it when you get a phone call in relation to your query.

When the eBay representative calls you and asks how he/she can help explain that you paid for an item but the seller cancelled the sale without your consent.  Give the eBay representative the item listing number so that he/she can locate the item in question for you.  Once this has been done you can then voice your displeasure about the fact that the seller reneged on the deal and eBay will keep a record of this on file.  If the seller does this kind of thing too often and ends up with too many reports from annoyed buyers then eBay may suspend the seller's selling account, either temporarily or permanently depending up how bad they decide the matter appears to be.

Once you've logged your complaint with eBay make sure that you leave appropriate feedback for the seller so as to warn other potential buyers that the seller is not the type of person who can be trusted to go through with the deal.  You need to be careful with how you word the feedback, though - for example, if you made any inflammatory remarks about the seller, or used expletives in your feedback comment then the seller would be able to successfully get the comment removed.  If, on the other hand, you just said something along the lines of "Paid immediately but seller reneged on the deal and cancelled the sale" then this ought to stick, as if the seller tried to get it removed then eBay would more than likely just tell him "I'm sorry, but that reflects the customer's view of the transaction so we cannot remove the comment", especially if you had also logged a complaint about the seller reneging on the deal.
