Bought a Set of Derwent drawing pencils

The pencils were faulty so I tried to return them. The eBay return label would not print, the sellers told me to return the items by post, which I did. The Post Office game the wrong proof of postage, which I sent to the sellers as evidence but they would not  make the refund.

I shall never buy anything from this company, of course and I doubt I shall bother much with eBay.

Plenty of alternatives.

It doesn't matter who you buy from if you don't follow the instructions they give then you will always end up with problems which are completely unnecessary. Did you open a RETURN or a Not As Described case, only for Not as Described does the seller have to pay for the return label. Open the wrong case and you have to pay.

When an Ebay return label won't print, use the option to get it emailed to you, or take the provided code to the nearest Royal Mail depot to get the label printed there. The instructions are clear, so I'm not sure why you did what you did.  If you don't use the tools that Ebay supplies, and go down the DIY route instead, Ebay can't help you.

No idea how the Post Office could give you a wrong POP...?  Not that proof of posting would help you anyway - you need proof of delivery. If you have that (via a tracking number, or a delivery code that prints on the POP you get for a parcel but not a large letter), open a Not As Described case in PayPal, and enter the number or code into it.

What is 'the wrong proof of postage'?

Were you given somebody else's?

If you return an item outside of eBay's returns system, you will need a tracking number that shows delivery back to the seller in order to get a refund.
