ebay promoted campaign

i am looking into using ebays promoted discount campaign (due to a massive drop in sales for no apparent reason) but what i am confused about is the daily budget.
it is suggesting £16 per day.
is that a flat cost of £16 per day regardless of whether i get any sales on those promoted items or is that i am only agreeing to spend £16 per day on the promoted add fees for the sales for that day?

I haven't heard of a promoted 'discount' campaign.
But usually if there is a daily 'budget' you are paying per click. That means every time a potential buyer clicks on your ad you pay an agreed fee (maybe 20p) up to a daily budget. AFter your budget is reached, your item will no longer be promoted. So yes, you can pay £16 a day and get no sales.

Priority Strategy and Promoted Off Site are pay per click models. General Stategy isn't - you pay when your item sells having set a percentage of your sale that you are willing to pay.
