ebay agent cost me money!!

I opted into ebays promotion for selling pre loved clothing and listed 100 shawls but i didnt realise it was coming off my shop allowanceyet it was meant to be free ,so i contacted ebay agent and he said unfortunatly i had listed in the wrong catergory but not to worry as it was in the fine print as a good will gesture he would refund me the 100 listings or the £12 on the condition I ended the 100 items so i did that and he said he had done the refund but coud take an hour to show up so i said thank you and left the conversation, 2 hours later no refund so i contacted ebay again and explained what had happened and they refuse to refund me or give me back the allowance, now i wouldnt have minded if the listings were still active BUT the agent told me to end them while i was still chatting to him so the AGENT cost me ,if he hadnt of told me to end them i would have accepted the fact it was my mistake but now im out 100 listings or £12 and the agent is telling me tough luck HOW IS THIS FAIR!!

Had you actually spent £12 beyond your shop listing allowance to be refunded?  It maybe that you couldn't be refunded if you hadn't paid and until he went to refund hadn't appreciated it was shop allowance listings you'd used.

Have you remaining allowance listings been credited the 100?

Clearly the agent gave you duff information.

The items weren't listed in an ineligible category in the first place.  So relisting them just compounded the problem.  You and the agent both thought - wrongly - that the listings shouldn't come off your shop allowance.  Unfortunately, the new "fee free rules" stated that the items had to be listed in the "apparel" category (which I don't think actually exists!).

Complete mess up as usual from eBay.  And yes, their reps do sometimes promise things they can't deliver.  eBay SHOULD take responsibility for bad advice given by their own staff, but in practice they don't usually do this.

If you've now used up your shop allowance, and eBay won't help, you can try making more phone calls to eBay Billing or general Customer Support, and you may find a rep who will give you a credit of some sort.  Or you can look at it pragmatically, write off that £12, and see how many more shawls you can sell.    If you can actually afford the £12, this may be better for your peace of mind.

Or find some listings which are due to renew automatically, end them just before their renewal date, and schedule them to relist on 1st November.
