Are you able to share a screenshot to show where it will not allow you to populate any listings? Just make sure not to include any personal details.
When creating the campaign the option for new products and collections auto selects your new listings. With the other options for discount ones it may not be pulling items if their prices had changed recently or were included in a recent sale event.
