Where has the Bulk Editing Tool gone?

After reading the new US tariff rules I need to edit 1500+ listings, had a look for the bulk editing feature and it seem to have vanished; the link in the help page just take me to the selling overview.

I just usually do it from Active Listings, click Edit then choose 'edit all listings'.

Thanks but that doesn't work, I need to add country of manufacture to all listing and it can only be done individually that way.

It's there for me. Under item disclosures.
