Yes, the problem has happened because you are registered as a private seller. eBay is trying to encourage sellers who make things to sell, to register as business sellers - even if it's only a small business.

Multi buy listings are only for business sellers
Private sellers would not have lots of the same item to sell, so they do not need multibuy listings
Private sellers only sell their own unwanted personal possessions
Business sellers sell items they bought to sell
Change your account to a business account and multibuy listings will be available for you

Hello op....please do not take this the wrong way but you do need to register as a business seller to comply with uk online selling law....
I Know for a fact that friends are receiving HMRC letters asking for all turnover records in online selling because ebay,vinted,etsy etc have to pass over details of all sellers turnover from jan 24.
You state home made, so your home insurance will be voided if you ever need to make a claim if you have not declared you are operating a business from home{polices are available online but please check they include public liability,{hot wax,candles,fire,worst case scenario {FOR YOU AND CONSUMER= problems}

I expect that ScentedHomeCandles thinks they're already registered as a business; because they assume paying the £19 shop fee means eBay know they are running a small business. Lots of people do; the wording is confusing. But the business registration doesn't happen automatically.
The shop fee is to help you organise your listings, and so you get an extra 100 free listings per month.
To be a business seller (and carry on using the multi-buy discounts, newsletter and things like that), you actually need to change your account from "private seller" to "business seller".
This is very quick and easy to do, but it can't be reversed, so you need to think very carefully before doing it. Being an eBay business seller means you will be charged fees every time you sell something - so you may need to put your prices up to make sure you cover your costs. You may also have to accept returns.

The op will also get a shock with the price of insurance to operate a business from home{eye watering} on the other hand it still costs a small fortune to operate in business premises!
I agree the op will also be taken aback as to how much they will have to price their products to make a profit which could actually result in moving from online sites to operating their own webstore{which again has hidden costs ie search engine promoting}....
if op decides to pursue the correctly registered route I recommend a chartered accountant to advise.
