I bought item waiting for it for 5 weeks now . The tracking number shows it is delivered but I did not get it . I asked the seller , he did not care . I asked EBay to step in because I have my protection for my item. They refused to refund my money , they supported their seller even their policy says “ If the item doesn't arrive at the address provided by the buyer at checkout or isn't made available for collection, the buyer is entitled to a full refund, including original shipping costs (if applicable).“ They did not fellow their policy. I checked with the next door and I went to the carrier company , nothing there . I open a case and appeal , EBay refused refund the money . What else should I do to get support and use my protection grantee as they offered ???

Which courier?
What does tracking actually show? ie. not on Ebay, on the couriers website.
It should also have geolocation information, to show you exactly where it was delivered.
Was there a photo taken?

Have you gone to the UPS website and actually looked?
Not sure if UPS do it, but most of the couriers will also ask you to input your postcode, to get the full details, rather than just a delivered notification.
I know however, that UPS do take photo's and usually ask for a signature, even if it's just an electronic one.

Unfortunately I think you may have gone past the 30 days that ebay gives you to complain about a missing item.
You may be able to claim from your payment provider but you would have to get some more details about tracking and some proof that your item was delivered to the wrong address, if that is what has happened.
