I refunded a buyer because the item was seemingly lost in transit to Germany. The order has now arrived and despite the buyer promising they would pay me again for the order if it arrived, they are refusing. What can I do? I have raised a case with ebay but don't expect anything to happen.

I have now found out them item was damaged with photo proof, so will just write it off.

Not sure what case you raised, as there isn't one to open for a situation like this, unless you just informed them eBay ? eBay cannot do anything, as the transaction was closed with the refund.
This is now between you and the buyer.
Perhaps the buyer doesn't know how to repay you, as they cannot do this through eBay.
You can send them a PayPal invoice, or send them a message that they can repay you with a cheque, bank transfer, or a PayPal Friends and Family Payment.
Then you have to rely on their honesty to repay, there's nothing to enforce them to do so.
Was it expensive? If so, you may wish to take a legal route now, if the refund is not forthcoming.

What a shame it didn't arrive safely!
Some posties / couriers do not handle items with kid gloves, and items need to be wrapped, bubble wrapped , sometimes double boxed , so that they could survive 90 mins in Wembley to arrive at their destination safely !
