Lost international signed - comp. refused?

I sent an item to Australia last year, large letter, international signed. It tracked to the 'leaving the country' stage then nothing more. Contacted RM, nothing they could do so I was advised to open a claim. Just heard that the claim has been refused - because I don't have proof of postage.

 

Anyone know how that works? It was tracked in their network so they can't claim they didn't receive it, but because I wasn't able to get to a post office and just put it in a parcel postbox they are refusing the compensate me! Makes me wonder if signed is actually worth anything, or if it's just because it was an eBay sale and they just routinely refuse to pay out. It's bad enough having to prove how much it cost to manufacture the item in the first place, meaning I don't get compensated for time involved in that or in shipping the order and handling the problem, but to turn around and say we've had it but don't believe you sent it...
