I sold an item (£15), and the buyer redirected it to a local post office. He claims he was unable to collect the parcel as Royal Mail didn't deliver on the day he stated, and he is no longer in England. I think he was here on holiday, but it's difficult to understand his message.
I've not come across this before. He wants his money back on the return of the item to me.
How do I proceed? The item was sent tracked to his home address.

The item going back to the post office/delivery office is standard practice. As long as it has your return address on it they will send it back to you. If the buyer opens a "not received" case you can refund from there.

When you use Tracking both attempted delivery and delivery to a local pick up area count as 'delivered' for eBay, and as far as they are concerned your job is done. That said, good sellers would wait for the return to arrive, check the condition, and then refund the item price less any postage. Let the Buyer know you've done this as a courtesy.

If the buyer redirected from the address you posted to and eBay gave you, then they are not covered by eBay buyer protection.
